The Office is seeking budgetary funding to pilot homeshare programmes for older people who need support to stay living in their own homes.
This report provides information and analysis of homeshare as a housing option for seniors. It outlines the contextual factors and issues that would need consideration to ensure the sustainability and success of homeshare as a housing option for older homeowners.
The report is designed as a resource to inform the design and implementation of pilot homeshare programmes in Aotearoa New Zealand if funding for the pilots secures approval.

This report presents the second stage of the evaluation of the Homeshare pilot commissioned by the Office for Seniors. It examines the delivery and outcomes of Homeshare Auckland, delivered by Age Concern Auckland, and includes a formative evaluation of Homeshare for Her, a Nelson-Tasman-based programme designed to help women find safe, secure and affordable shared housing.
The evaluation was undertaken by Dr Bev James of Public Policy & Research and draws on programme documentation, administrative data, provider reporting, participant interviews and international research literature. It explores how different homeshare models operate in practice and identifies factors that contribute to programme success, sustainability and transferability in the New Zealand context.
The report compares two distinct approaches to homesharing. Homeshare Auckland follows a facilitated model, providing assessment, matching and ongoing support to participants. Homeshare for Her uses a referral model that enables women seeking and offering accommodation to connect through an online platform and establish arrangements themselves. The evaluation highlights the strengths, challenges and lessons from both approaches.
The report identifies several factors critical to successful homeshare programmes, including community trust, effective promotion, a dedicated coordinator role, strong matching processes, ongoing participant support, risk management, continuous improvement and sustainable funding. It also highlights the importance of tailoring programmes to local communities and maintaining a sufficiently large pool of participants to support successful matches.

This report presents an interim evaluation of the Homeshare pilot commissioned by the Office for Seniors and delivered by Age Concern Auckland.
Homesharing is an arrangement where an older person is matched with a compatible sharer who provides companionship and practical support in exchange for affordable accommodation. The model aims to support older people to age in place while improving social connection, safety and independence.
The evaluation was undertaken by Dr Bev James of Public Policy & Research. It examines how the pilot has been established and implemented, the challenges and opportunities encountered during delivery, and what can be learned to inform future policy, programme design and funding decisions. The report focuses on programme implementation, operations and sustainability rather than participant outcomes.
Drawing on programme documentation, administrative data, provider reporting and interviews with programme staff and sector stakeholders, the evaluation found strong interest in the Homeshare model among older people, prospective sharers and their families. It highlights the potential benefits of homesharing, including companionship, practical support, affordable housing opportunities and intergenerational connections.
The report also identifies key challenges, including low public awareness of Homeshare, the resources required to recruit and match participants, policy considerations and the need for sustainable long-term funding. It outlines critical success factors and provides recommendations to support the future sustainability, transferability and growth of homeshare programmes.

This report examines how experiences between ages 45 and 65 influence wellbeing after age 65. Using data from 787 older New Zealanders in the Health, Work and Retirement study, it applies sequence and cluster analysis to identify life-course patterns across employment, housing, health, relationships, caregiving, and adverse events. It then assesses how these patterns affect outcomes like economic wellbeing, social support, loneliness, depression, health service use, and multiple disadvantage.
The findings highlight key intervention points in mid-life to improve outcomes in older age. This report supports the Ministry of Social Development's Long-Term Insights Briefing, on current and future disadvantage for older people.
